Zohaib,

Plan scope management states how to collect requirements. So before defining "how to collect" you cannot directly collect requirements.

In my opinion, The answer should be "Collect scope requirements" because without collect scope requirements it cannot be planned how to manage the scope.
Am I right?

Correct. You should just start preparing Scope Management Plan. It won't be finished without other items but this is most appropriate option.

2. Prepare the scope management plan.

Project scope statement is a part of scope baseline which can be done only after defining scope. Collecting the requirement is after the plan is established. So the best answer would be option (2)
