I believe the answer is 2.
The additional person will communicate with 2 people. Use the formula to establish that between 3 people there are 3 communication channels. However, the original 2 people would have been always able to communicate with each other previously, so that channel is not new. There are only 2 new channels added.

We will have to agree to disagree! You have added 3 more people to the team. The question only requires adding one. I believe the question means that the two team members referenced are already in the project team. Your interpretation is that they are outside the project team. In real life you'd know which one was true as you would know who the people are! In the question as you have presented it, 'other team member' means 'another person in the same team' not 'person in another team'.
