You're correct Marta, the PMBOK did not mention specifically when the change log is created.
I want to second Harry that the Planning - Project Management Plan process is the best time to create the change log, since by that time you will have an idea of what type of changes you will be expecting.
I could not find that in the PMBOK either, but the logical place for it to be created is with the change management plan, as that is the plan that tells the project organization how to execute changes.
As change control tools assume particular importance at Perform Integrated Change Control, is the Change Log one of these tools and first created in this process?
Cannot find it explicity mentioned on PMBOK.
