"There is no contradiction. The cost baseline is the approved version of the time-phased budget that includes contingency reserves but not management reserves."

I notice that in Question 35: self assessment Q&A the Answer is A, but if I go to the Reference: A Guide to the Project Management Body of Knowledge, (PMBOK® Guide) – Sixth Edition, Project Management Institute Inc., 2017, Page(s) 248, 252 , it mentioned the project budget = cost baseline + Management reserve ; so I feel there is a contradiction , can any one clarify this point for me.
