Hi All, it seems obviously that the change management plan is part of the OPA and can be used in planing phases.

No, the requirements management plan is explicitly listed as an output of Plan Scope Management.

Edward,

The development of the change management plan is not specifically discussed as an activity in the PMBOK Guide. However, it is assumed that it's developed as part of Develop Project Management Plan, where it is listed as one of the components of the PM Plan. (Page 77).

It's the same with the configuration management plan by the way.

I have reviewed the PMP Guide 5th ed to see where the Change Management Plan is created ( as an output). It only appears as an input or is included in the outputs as an "update" task. But as we know it is part of the Project Management Plan. However, It does not magically appear. How can you have a document be part of the most important Project Management Plan, be an input to so many processes, if there is no step for creating it? Is this a oversight of PMI? Am I missing something?
