Hi guys,
Who signs off on the project during the 'Close Project or Phase' process is usually documented in Project Charter or Project Management Plan ?

Project Charter, PMBOK page 155 it lists out the components.

Actually no one signs off during the Close Project process because the deliverables were already formally signed off during Validate Scope via an inspection or walkthrough. During the close phase, the PM CONFIRMS that formal sign-off was obtained. From PMBOK, pg. 128: "...During project closure, the project manager reviews prior phase documentation, customer acceptance documentation from the Validate Scope process (Section 5.5), and the agreement (if applicable) to ensure that all project requirements are completed prior to finalizing the closure of the project. If the project was terminated prior to completion, the formal documentation indicates why the project was terminated and formalizes the procedures for the transfer of the finished and unfinished deliverables of the cancelled project to others."

In Control Quality we VERIFY deliverables, in Validate SCOPE we ACCEPT deliverables, and in CLOSE we CONFIRM acceptance.

Hi Ihab,
as Jigar mentioned, according to the PMBOK Guide 6th ed., it is the project charter that specifies who signs off on the project, together with the project approval requirements.
This is why the project charter is needed as an input to the Close Project or Phase process, as specified in Sect. 4.7.1, which also refers back to Sect. 4.1.3.1 for further details on the main elements specified in the project charter.
So, while formal acceptance of the deliverables occurs during the Validate Scope process, and Close Project/Phase confirms acceptance of the deliverables - as Devin detailed -, signing off on the project is also needed as part of the Close Project/Phase.
