There really isn't a 'correct' order. There is certainly some logic, like you cannot archive the final report before it is actually written, but otherwise, the order is determined by the needs of your project.
The exam content outline defines and describes all the topics that you may encounter on the PMP Exam. So it is basically an 'administrative document' that outlines what topics the questions on your exam may be all about.
So the document does NOT describe how a project is to be done. It only describes what you will be asked about on the exam.
