Is the configuration management system used to communicate approved and rejected changes to stakeholders? What are the key differences between the change management system and configuration management system?

I think the word "system" refers them as a software that capture the changes made in a configuration. Go to page 118 section 4.6.2.2 Change Control Tools. It defines what their differences are. They can be used to communicate resulting decisions to stakeholders.
