TOPIC: Impact Definition for Stakeholder Analysis

The PMBOK is unclear. Is the definition for impact in regards to a impact/influence grid, the ability to cause changes to the project's planning or execution?

Stakeholders with a strong influence may impact the progress of a project. For example, a senior manager who oversees the hiring process, or a displeased group of residents in a construction project.
