I was under the assumption that communications tools like the PMIS were EEFs - but after doing a prepcast question and reviewing the PMBOK I learned that "software tools" for "Plan Stakeholder enagegements" are consdiered OPAs.
Can you please help me clarify this?
What is the difference between "software tools" being OPAs and PMIS/Communication tools being EEFs?
