Why should we use the TCPI "based on EAC" = BAC-EV / EAC-AC when our CPI is over budget ?

Doing so we will have a TCPI with the same value of the CPI (<1) and won't take any corrective actions to bring the budget back to track. Or does it imply that the EAC has been approved as the new baseline ?
