In which phase is the kickoff meeting established.

A. Planning
B. Executing
C. Monitoring and Controlling
D. Closing

For small projects - Planning
For large projects - Executing

My follow up question is with reference to exam. In the exam, if there is no reference to type of project then one should select "Executing". Is that correct?
