That is a broad question and may not have a good answer to it. Many of the tools and techniques may or may not be applied to every project, and will be dependant on the goals of the project and complexity. It is up to the Project Manager and the team, depending on the scale, to determine which tools and techniques will be used and when. The PMBOK makes a lot suggestions and good practices of many tools and techniques, but realize, they can be tailored to fit your project. I would also say to make an effort to clearly understand each tool and technique in the PMBOK, which should allow to to make a decision of how to use them and when.
