Why is the Project Management Plan an input to the planning process of all the knowledge areas (from Scope to Procurement) but it is not for Stakeholder Management?

I suggest taking a look at the PMBOK Guide page 399. It very clearly states that the Project Management Plan is an input to Plan Stakeholder Management.

If you're thinking its not an input to Identify Stakeholders, you're correct. That is because stakeholders are usually identified before the Project Management Plan is created, but after you as the PM have a project charter and other business documents to start the planning process.
