Since the Scope baseline does not exist at the time Define Scope is executed, there is no question of a Change Request required for, for example, changing the requirements documentation due to findings during the scope definition.

Byt PMBOK 5 says (page 132) in Project Documents Updates: If approved change requests result from the Create WBS process, then the requirements documentation may need to be updated to include approved changes.

Very ambiguous, I think. Shouldn't the Create WBS process have Change Requests as an output according to the above statement?
