#3 is key as the inputs actually are obtained by the "butts in seats " people that perform the work.

Puneet,

The work is best understood by the people who actually do the work. The project plan will be more realistic if the PM works with the project team to both define the effort as well as estimate that effort. This will yield a more realistic plan than if only the functional manager is involved.

Having in the past been committed to work defined and estimated by my manager, I can personally attest to this fact! ;)

Can any one explain why Choice 3 is more significant than Choice 1 below?
