During which process are cost reserves determined ? Is it the 'Estimate Cost' process within cost management or within 'identify risk' within the risk management area ? I cant see how it can be within the 'estimate cost' process if the risks have not been identified by then.

I believe they do a good job of explaining the PMBOK Cost Management.
