You have to look at each EEF separately to determine what exactly the "update" means. In the case of Manage Project Team we have:
Input to organizational performance appraisals -- Here you as the project manager would update the project team's personnel records and give your appraisal on how well they did on the project
Personnel skill updates -- Here you would update another area of the personnel records if a team member has learned a new skill on the project.
