TOPIC: Why not ACTIVITY LIST be used instead of WBS for Estimating Costs?

Hi,

I would like to know that is there a specific reason that we don't use activity list but WBS to estimate cost?

I know that WBS has related control accounts and gives work package wise information but isn't it better to have further granulated level information using activity list to estimate the cost?
