They "can" change at any time, but that's not really in the PM's wheelhouse. Let me try to explain:

With respect to regulation and industry standards, change is announced and implementation dates are given. If you're expecting a change in a regulation or standard that may impact your project, you plan for that risk. They just don't magically change overnight; it's not how regulations work. (Speaking from a strict US perspective here). They are things that are outside PM control, but thankfully do not normally change rapidly or without warning.

Second and probably more importantly, the exam is on what the PMBOK says, not what you think it should say. All questions must be answered from the perspective of the PMBOK guide, not how you personally would do business.

Thanks Ayo, however the environmental factors can change at any point in time right? A change is regulation may come up at any stage of the project, right? Please share your inputs on it. I rather tend to think omitting EEF as an input for M&C is risky...

EEFs (Factors beyond your control) become less important as you go through the 5 process groups from Initiation to Closing. You can think of them the same way you would Risk - Highest during initiation and lowest during Closing (PMBOK Guide: Figure 2-9. Impact of Variable Based on Project Time).

If a project has gone beyond the Executing process group (Which can produce the project deliverables through Direct & Manage Project Work), the influence of EEFs on project outcome become less significant.

I noticed that EEF is not a part of inputs for processes concerned with Monitoring and Controlling, while OPA's are a must to see there as inputs, for example (Control Scope and Control Schedule)..why?!
