Hello,
There is a question on EXAM Simulator 3 Question 146 as
What is Discreationary Dependency in Precedence Diagramming Method?

Answer is A Dependency that is established based on knowledge of best practices which is right but the same question has an option as a dependency that is in the poject team' s control.

I think both answers are right?

Can you please explain why a dependency that is in the project team' s control is the wrong answer?
