Hello, what is the difference between the "Risk Probability and Impact Assessment" and "Probability and Impact Matrix" T&Ts in the Identify Risk process?

Both these techniques appear to do the same thing i.e. prioritize risks on the basis of their probability of occurrence and impact on project constraints.
