If I add a new feature do I need a C/R to update scope in Hybrid? As a rule of thumb, can I say if it has a project management plan in the question (or any component) it would need a C/R or do all hybrid projects require C/Rs because that's the traditional side of the project and only full agile projects do not require C/Rs?

Resolved: Did some research. This would be a lengthy response. Understand it now.
