TOPIC: Change request or no change request

Dears,
I came across a scenario where a change in the resources requirements is needed to continue the work. As far as I know, the resources requirements is not a controlled document. will this trigger a domino effect where a change in a controlled document will be needed and hence we need a change request?
same question if the change is needed in the requirements documentation.

If a change in resources was required, I would not raise a change request. If a change in requirements was requested, I would.
