TOPIC: Change request in Planning stage

Hello, I have a question regarding change request requirement for project management plans or individual plans is each knowledge area.
Say If we are in process of building risk responses, do we still need a Change request to update project management Plans even though we are in planning stage?

If the plans are not approved, you will not need to change requests to update the plan. So, long is short, the planning stage doesn't need a change request.
