1. I was always on the firm assumption that a project cannot and should not exist without a CHARTER, however, I am distracted by the fact that if a project manager takes over a project and found out that a charter was never created he should create one as soon as soon he realizes that . Why doesn't he terminate the project until he receives an approve charter? Am I looking at this scenario though a crazy lens. Please provide some inputs and I am truly grateful for your time and contribution.
2. At what point in planning is the project management plan approved? Is it after the Scheduled is baseline? Or is it at the end of planning?
