TOPIC: Question regarding Project Charter

Folks,
While practicing PMP questions I came across the following question regarding the Project Charter. Please review the question and specify which answer (A-D) is correct and provide an explanation that supports your answer. Also, please let me know if you think that a Project Charter is a deliverable or not?

Which of the following might be listed in the project charter as a key deliverable?

1) A summary milestone schedule
2) A comprehensive user manual
3) Pre-approved financial resources
4) A list of key project stakeholders

please notice that all the listed options are part of a Project Charter; however, only one of them can be considered as a key deliverable: a comprehensive user manual.
In fact, if you think about the definition of a deliverable (a unique and verifiable product/result/capability to perform a service that is required to be produced to complete a process/phase/project), B is the only option provided that matches this definition, as it is something obtained as a result of the project activities. All the other options are related to the management of the project, not being one of its outcomes.

For the same reason, a Project Charter is not a deliverable; rather, it is a document that formally authorizes the existence of the project itself. So, in a way, being produced as part of the Initiating Process Group, it is obtained even "before the project is formally launched.
