I'm not sure, but "request changes" is different than "submit a change request".

Lots to unpack here. While in planning, before the various management plans have approved, baselined and placed under the configuration management plan, then you do not need a change request. This makes perfect sense because if every draft version needed a change request we be in change management hell.

A change request for a project charter is (and we make get into a flame war on this one) does not need a change request. It is thought of as a document that is outside the project (it actually initiates the project). Best practice is that if you need to change the project charter you would amend it and have the project sponsor approve the amendment.

Hi

just after planning if happen any change we should submit change request or while we are in initiation or planning for any change we can submit a request for change. for example when we are developing
project plan if we need to make any change in charter then we should submit change request.
