Good question

here's my thought
- If the output is for a process that is in the planning phase, there should only be project management plan updates (as the plan has not been approved yet and does not require a change request for an update)
- if the output is for a process in the executing and M&C phase, the project management plan updates should always be accompanied by a change request
- in the case of a few processes that are in the planning phase that has a change request and a project management plan update - it is because these are processes that might need to be revisited at any point later in the project (i.e. plan risk responses, define activities, develop schedule, plan procurement management)

Curious to hear other thoughts.

Hello,
Some processes have "Change Requests" as output and
some others have "Project Management plan updates" as output and
some of them have both "Change Requests" and "Project Management plan updates" as their output.

Given that any "project management plan update" need to go through a change request what is the distinction here in these outputs above?
