In one of your example slide in E01.36.

You are asked a question based on the following situation:
Project is way behind schedule
No extra resources available
You have to implement all planned features
What will you do to meet the deadline?
You should be alloted more funds to hire more human resourced - X (No extra resources available
Scope of the project should be changed
but how scope change is the answer when there is condition that You have to implement all planned features.

You are correct. That is indeed an error that needs to be fixed. Instead of "must implement all features" it should read "must implement at the required quality level".
