Change requests are analyzed by whom ? Project team & manager or by Change control board ?

Change requests are reviewed, evaluated, and dispositioned by the change control board (if chartered). As far as who is specifically responsible for performing the analysis, the PMBOK® Guide doesn't provide much detail. The specific roles and responsibilities should be determined by the performing organization's policies and procedures and captured in the change management plan. Therefore, I think the best answer would be to review the change management plan to see what individual or group is responsible for analyzing change requests.
