Rolling wave planning is shown as a tool of Define Activities. But Rolling Wave Planning is also used in Define Scope when performing decomposition.

Why is Rolling Wave Planning not separately described as a tool of Define Scope? It would be much clearer if that were the case, wouldn't it?
