Ruyi,

The PMBOK Guide is referencing that many organizations use a different team (with a different manager) to handle contract management, specifically contract negotiations. Its not always 100% separate, especially in small businesses, but it is generally a good idea for a contract expert to handle contract matters and let the project manager focus on doing their job managing the project.

On page 380 of the guidebook, the last paragraph mentions that the contract administration is always separate from the project organization and

'this is usually true if the performing organization is also the seller of the project to an external customer'

Why is this? I can't quite understand the last sentence.
