Hi,
I came across the following question,

Q: PM detects negative variance, what should he do FIRST
initiate a change request
OR
Perform Root cause analysis

My guess is Initiate a change request BUT incase the flaw is in the process, then will it not be good to improve the process first and then request a change

Please advise

Until the PM knows what change to make (recommend) there is no basis for a change request.

Thus, if those are the only two options, you have to choose doing a root cause analysis.
