the pass or fail is determined by the overall score, so yes, theoretically speaking, one can pass if he scores below proficeint in one of the knowledge area while scoring way better in the other areas.
but my advise is, don't plan for that, take the exam only when you are ready and confident in all knowledge areas. [pray for the best, plan for the worst].
