cost budgeting tool is normally developed by the organization to maintain the resource prices, overhead costs, etc. hence it is an organizational process asst since it is "specific to and used by the performing organization".
Scheduling tool is normally a ready-made tool "not under the control of the project team" and is not specific to the organization as it is a general tool.
