Dear Team,
is quality metrics and control quality not same having function . like -: measurement.
OR
Quality metrics is just predefined threshold table which will help PM in what ranges are acceptable or how many bugs or quality fail are acceptable. once this quality metrics are completed then we use this table in control quality process to see variance and take corrective \ preventive \ defective measures after CCB approval.

Plan quality management is the process where you need to define the quality requirements, standards, and guidelines. such standards and guidelines are the direction how quality will be managed throughout the project (i.e. in the control quality and perform quality assurance processes).

so in the plan quality management, you can define the metrics that you will use to measure quality (ex: defects per 100 unit), how such measures will be collected (criteria to consider a unit defected ), the control thresholds (ex: if defects per 100 unit is between 1 and 3, the process is ok, otherwise, actions will be taken), etc.

and it is during the control quality where you will collect the measures and compare them to the thresholds defined during the planning phase.

hope this helps

Quality metrics are an output of the plan quality management process and in input to both the perform quality assurance and the control quality process.

I cannot see what this would look like.

Let's say one of the metrics is defects per 1000 units. So what comes out of the Planning state? is it the words "Our metric will be to record defects per 100 units?" If so, what kind of input would that be? If it is a number, such as 15.2 defects per 100 units then where is this information acquired. How can a planning phase gather metrics?

Thanks.
