TOPIC: Plan Quality Management T&T

I noticed that Benchmarking and Statistical sampling are part of the tools and techniques ITTO of Plan Quality Management.

I understand what each of these are, but I do not understand why they are part of a planning process.

Statistical Sampling is something that you do while you are out monitoring something. What does it have to do with the planning stage?
