Identifying stakeholders is an iterative process, and this process must be continued throughout the project life cycle. You have to be careful while identifying stakeholders that any important stakeholder is not missed. If this happens, the future of your project is not safe and you may face many problems in completing it. This is a very important process, and only after completing it you can define the strategy to manage stakeholders.

Hi Andres!

Although stakeholders are identified in the Initiation process, stakeholder management occurs throughout the life of the project except in closing...Risk identification and management is similar as well. Hope that helps! :)

Page 31 of PMBOK 5th Edition clearly states Identifying Stakeholders is continuous process throughout the Project Lifecycle.

I'm hesitant to answer your hypothetical question. For the PMP exam, you have to know the relationships between ITTOs throughout each project phase. The PMP exam will have the answer to each unique question and you must take each question as it comes.

In this case, the PMBOK provides a word for word answer to the question from Cheetah, which should have been an easy answer. I mean, in some respects you have to memorize some of the PMBOK just to be able to pick up on those easy questions.

A question from Cheetah learning prep test:
In which phase or phases is it BEST identify stakeholders and perform stakeholders analysis.
A. Iniciating
B. Executing
C. Planning
D. All phases in the Project Life Cycle

At first sight, identify stakeholders belong to initiation process group. Stakeholder analysis is a T&T of identify stakeholders, so A is clearly the right answer.
However, the right answer is D.
Cheetah's rational answer: Team members and stakeholders often change throughout a project. Therefore, you are always identifying stakeholders needs (new & old)

Is it the same for risks?
And for communications, requirements, HR, etc?
