TOPIC: Sponsor Vs Senior management responsibilities- help please

There have been a conflict on sponsor and senior management responsibilities in different study resources regarding assignment, shortage of team members, some sources claim that the project manager should address the issue with the project sponsor meanwhile other sources claim that the portieres of H.R assignment is the responsibility of the senior management and therefor the issue should be address with. any clarification please from PrepCast moderators?
