the definition of EEF is that its the factors / conditions which is not under the immediat control of the team. so ask what if MS project has been canceled or changed by MS , do you have any control of that?

I get confused with OPA's and EEF's. To me, MS Project would fall under "PMIS" which is EEF, correct?
