It would depend on the change. If you are adding/removing stakeholders it would fall into "Identify Stakeholder". However if you are updating the register/strategy with new information about existing stakeholders, then that would be "Control Stakeholder Engagement"
During the course of a long project, whenever a change to be made to stakeholder register which process should be performed to update the register? Identify stakeholder or Control stakeholder engagement?
