Yes, the Procurement Management KA is different! Many things in the Plan Procurement process could easily have been part of the Conduct Procurement process.

The Plan Procurement process actually takes a make-or-buy decision. It actually conducts meeting with bidders! It actually identifies a list of potential suppliers. These are not planning activities, but actual executing activities. Are they not? And since these are executing activities, a Change Request issued from this process is perfectly reasonable. The PMBOK explanation is rather tame: "Procurement decisions typically require a change request." Why do they typically require a change request? What is the meaning of 'typically'?

Does PMI have any plan to move these activities into the Executing phase at some point? Was there a firm reason for including these activities in the Planning process?

I think the best answer here is founded in understanding that the Procurement process group is different from the rest in how it is repeated, from start to finish, for each procurement.
Say you're reaching the end of a project's Execution phase, but all of a sudden a new procurement is needed, e.g. you're manufacturing electric scooters and your sole provider of motors just went out of business -- time to restart the procurement process! At this point, the Baselines and Project Management Plan have been completed, since you're well into Execution, and it is entirely possible that while planning procurement (for the new motors) a change request would be needed.

Hello every one,
The plan procurement management belongs to the Planning.
In the Planing, the Baselines (cost, schedule and Scope) and the project management plan are not closed (we don't need to perform integration change control to make changes).

Why is there a change request as output (by perform integration change control) in the plan procurement management ?
