C is the correct answer. As a PM in a strong matrix organization you may very likely participate in the annual performance review of the team members. You may give your written or oral input to the team member's line manager. But it is the line manager who will be LEADING this annual review. You only participate.
I would go 3
1 - Responding to Board of directors is kind of sponsor so he has to do it.
2 - Scope definition he has to be part as it will lead to scope creep..
if he is not there..
4 - lead the team weekly meetings -- which he has to do it definitely..
in matrix you don't need to do the annual performance review.. only project performance review you will doing.. so thatz ignored..
