In PMI Terms, "Plans" are How-To documents. They do not contain all the answers, but how to deal with certain cricumstances if/when that occurs. So it is a get ready strategy, like how to handle changes. what constitutes a change? How large? How significant? What criteria should be consistently considered?

Hi,
I was looking at the outputs of Collect Requirements and one of the output is "Req Management Plan".
How can a management plan be output of Collect Req process when the plan is supposed to define how to do things.
I can understand the plan would contain how to maintain and manage already collected requirements but shouldn't it be an input to Collect Requirements process. If so see any other process the management plans are generally inputs to the process unless process is for defining the management plan itself.
