Even I also wondered why PMIS is a EEF and not OPA.
I think EEF are more to do with regulations(mandatory) than standards(optional).
For eg Certain govt policies and regulations would be already fed into software system of PMIS which makes its use mandatory for PM.
Project Calendar is a guideline and not a regulation.
But this is my logical guess and I leave it to Cornelius for more clarification or correct clarification.

Why wouldn't a project mgmt information system be an organizational process asset instead of an Environmental Enterprise Factor? Why wouldn't a project calendar be an EEF instead of an OPA? These both seem to be assets instead of culture-related.
