TOPIC: Who Exactly Approves the Projector Charter?

Hi,

For the purpose of the PMP Exam, who exactly approves the Project Charter?

The authors of sample questions appear to be split; some citing the project sponsor as the answer and others, senior management.

In practice it may be one or the other or both - but I want to know which to choose if presented with both answers in the actual PMP Exam.
