Good morning, George,
To your first question - Who knows? Maybe it will be explained in the preamble to the PMBOK when it's published. Having served on ANSI standards committees, I can speak to a certain mindset among our academically oriented colleagues in broad sweeping terms: Imagine a group of 4 year olds being locked into a room with an already beautifully constructed Lego house (like one of those 5000-piece ones). Then they collectively decide to tear it apart to make something new with the same material. In the end, you get something that, from one perspective, is the same as what you started with (I.e. something that has 5000 pieces), but from another perspective, completely different (I.e. nothing that looks like the original). That is how updates to ANSI standards go at times; and the PMBOK is an ANSI standard. (N.B. This behavior is almost universally not seen in industrial professionals).
To your second question - we will have to wait to see how much the exam shifts with the new terminology. It could be a little, it could be a lot. The Exam Content Outline hasn't been created yet, so again, "Why knows?"
EDIT: The new exam ECO is available - see Markus' post!
