Hello,
Question #612392 indicates that meetings minutes are OPAs. Assuming that minutes are project documents, is it correct to conclude that all project documents are OPAs?

Hi mate,
meeting minutes are not "project docs" refer to table 4-1 on page 89 of PMBOK.
they are part of OPA updates as the out put of the process "manage communication",
